    تلتزم المنشآت الجديدة الخاضعة ألحكام قانون العمل ال ُمشار إليه أن ترسل إلى مديرية العمل المختصة ورقيًا أو إلكترونيًا بيانًا لمؤهلاتهم مفصالً ، ومهنهم، وفئات أعمارهم، بعدد العمال طبقً وجنسياتهم، ونوعهم، واألجور التى يتقاضونها، وذلك خالل ثالثين يو ًما من تاريخ بدء العمل بالمنشأة. The new establishments subject to the provisions of the aforementioned Labour Law shall furnish the competent Labour Directorate, in either paper or electronic format, with a detailed statement setting out the number of workers, classified by qualification, occupation, age group, nationality, gender, and the wages payable to them, within thirty days from the date the establishment commences operations

    Decree No. 292 of the Year 2025 Concerning The Determination Of The Maximum Limit Of Actual And Overtime Working Hours In Preparatory And Complementary Works, As Well As Guarding And Cleaning Works

    Article: 1 Preparatory works shall mean all activities necessary for preparing and setting up the workplace, machinery, equipment, or technical or operational systems, which must be completed prior to the commencement of the prescribed working hours in order to enable the establishment to carry out its daily activities effectively and efficiently. Such works shall include, in particular, the following: • Running, inspecting, and maintaining machinery, equipment, furnaces, boilers, motive powers, and automated control systems that require a specified period of time prior to the commencement of actual production. • Preparing raw materials and logistical requisites necessary for production lines or service provision, including sorting, classification, and initial processing operations. • Preparing the digital work environment, activating computer systems and networks necessary for workflow, and verifying the readiness of the technological infrastructure and digital platforms. مادة ) 1 ) يقصد بالأعمال التجهيزية، جميع الأعمال اللازمة لإعداد وتهيئة مكان العمل أو الآلات أو المعدات أو الأنظمة التقنية أو التشغيلية، والتي يجب إنجازها قبل بدء ساعات العمل المقررة لتمكين المنشأة من مزاولة نشاطها اليومي بفاعلية وكفاءة، وتشمل على الأخص الأعمال الآتية: • تشغيل وفحص وصيانة الماكينات والآلات والأفران والغلايات والقوى المحركة وأنظمة التحكم الآلي التي تستلزم وقتا محدداً قبل بدء الإنتاج الفعلي. • تجهيز المواد الخام والمستلزمات اللوجستية اللازمة لخطوط الإنتاج أو تقديم الخدمات، بما في ذلك عمليات الفرز والتصنيف والتجهيز الأولي. • إعداد بيئة العمل الرقمية، وتفعيل الأنظمة والشبكات الحاسوبية اللازمة لسير العمل، والتحقق من جاهزية البنية التحتية التكنولوجية والمنصات الرقمية. • الأعمال التحضيرية في قطاعات الخدمات التي تتطلب إعداداً خاصا قبل استقبال العملاء أو بدء تقديم الخدمة.

    Decree No. 290 of the Year 2025 Determining the Intermittent Work By Its Nature In Which The Worker May Be Present For Over Ten Hours But Not More Than Twelve Hours Per Day

    Articale 1: Working hours and rest periods shall be regulated such that the period between the start and end of working hours shall not exceed ten hours per day. The rest period shall be counted within the hours of presence if the worker remains at the workplace during such period. Workers engaged in intermittent work by its nature, as referred to in Article (2) of this Decree, shall be exempted from this provision, provided that their presence in the establishment shall not exceed twelve hours per day. المادة الاولي: يجب تنظيم ساعات العمل وفترات الراحة، بحيث لا تجاوز الفترة بين بداية ساعات العمل ونهايتها أكثر من عشر ساعات فى اليوم الواحد، وتحسب فترة الراحة من ساعات التواجد، إذا كان العامل أثناءها فى مكان العمل.ويستثنى من هذا الحكم العمال المشتغلون فى أعمال متقطعة بطبيعتها الواردة فى المادة الثانية من هذا القرار، بحيث لا تزيد مدة تواجدهم فى المنشأة على اثنتى عشرة ساعة فى اليوم الواحد.

    The establishments employing persons with disabilities or dwarfs holding habilitation certificates or disability proof and integrated services cards, as the case may be, shall maintain a paper or electronic register for recording their names. This register shall include the data set out in the habilitation certificates or the disability proof and integrated services cards, as appropriate. The aforesaid establishments shall present this register to the competent administrative entity whenever requested to do so. تلتزم المنشآت التي يعمل بها أشخاص ذوو إعاقة أو أقزام، من الحاصلين على شهادات التأهيل أو بطاقة إثبات الإعاقة والخدمات المتكاملة، بحسب الأحوال، بإمساك سجل ورقى أو إلكتروني لقيد أسمائهم بهذا السجل، على أن يشتمل هذا السجل على البيانات الواردة في شهادات التأهيل أو بطاقة إثبات الإعاقة والخدمات المتكاملة بحسب الأحوال. ويجب أن تقدم المنشآت هذا السجل إلى الجهة الإدارية المختصة كلما طلب منها ذلك

    Decree No. 515 of the Year 2025 Regarding Setting Accounting Bases for Tax Assessment on Manpower Supply Services Provided by Outsourcing Companies

    The value taken as a basis for calculating the value added tax in respect of manpower supply contracts concluded by companies licensed to engage in employment placement activity shall be the consideration for the employment placement service as stated in the invoice, after excluding the recoverable operating expenses relating to the supplied manpower stated in the invoice, such as (wages, social insurance contributions, medical treatment, or other expenses paid by the company in accordance with the contract), without applying the tax deduction rules prescribed by law, and without prejudice to tax positions that have become upon definitive final assessment. تكون القيمة المتخذة أساسا لحساب الضريبة على القيمة المضافة بالنسبة لعقود توريد العمالة التي تبرمها الشركات المرخص لها بمزاولة نشاط إلحاق العمالة، هي قيمة مقابل خدمة إلحاق العمالة الواردة بالفاتورة بعد استبعاد مبالغ مصاريف التشغيل المستردة الخاصة بالعمالة الملحقة الواردة بالفاتورة مثل )الأجور، التأمينات، العلاج الطبي، أو غير ذلك والتي تقوم الشركة بالوفاء بها طبقا للعقد(، مع عدم إعمال قواعد الخصم الضريبي المنصوص عليها قانونا،ً وذلك مع عدم الإخلال بالمراكز الضريبية المستقرة بالربط النهائي.
